An army of Whitehall civil servants being paid more than 50m a year despite having no role should be found work or sacked, the Tories have said.
Official figures obtained by the party showed there were 1,743 permanent civil servants classified as staff without posts across Government departments.
The Ministry of Defence had the largest number with 830, followed by the Department for Work - Pensions with 368 staff, and the Foreign Office with 212, answers to Parliamentary questions showed.
A Cabinet Office spokeswoman said the figures included people returning from career breaks, maternity or sick leave and waiting to be assigned a new full-time role - many at lower pay grades.
It was not a case of people sitting around getting paid for doing nothing, she insisted, as they would often be asked to carry out interim work until they returned to a permanent posting.
The figures were also simply a snapshot and could fluctuate greatly, she pointed out.
But shadow cabinet office minister Francis Maude said: Gordon Brown's claims to have cut waste in Whitehall have been exposed as a sham.
