It will initially see the development of a lorry management zone which will be subjected to a 7.5 tonne weight restriction to prevent heavy vehicles using inappropriate routes.
Drivers will be encouraged to use designated routes considered more suitable for HGVs, specifically the M5, A417, A419, A429, A436 and the A40.
Access will be allowed for loading and unloading, as well as to operational bases, and signs will be put in place ready for the start of the scheme early next year.
Cllr Stan Waddington, the county councils cabinet member for the environment, said: This is not about banning HGVs or trying to make life difficult for those who operate them - we appreciate the important contribution they make to the livelihood of farms, shops and other commercial undertakings in rural areas.
However, we also have a duty to try and protect parts of Gloucestershire that have increasingly suffered from traffic congestion and the growing impact of HGVs which have had a negative impact on tourism and the environment.
The councils plans have taken into account the views of stakeholders, including parish councils, operators and hauliers.
The council is also currently working on a SatNav system which will take account of suitable routes in the area.



In 2007 Dion called Harper a 'bully' bent on changing our culture into a right-wing republican state and cutting programs for the poorest in favour of tax cuts. This was more disingenuous and unsubstantiated innuendo, especially since the real program-slashers were the Chr tien/Martin Liberals. Social spending actually increased under Harper s first minority.
So who s the liar?
As for 'caring,' leftists like Mr. Dion, despite their rhetorical conceit, don t have a monopoly on that quality, but in times of crisis, ability to analyze and think clearly is far more important in a political leader. Dion s disastrous shortcomings in that department were highlighted last April by former Liberal cabinet minister Liza Frulla, who observed that Dion had 'no instinct' about problems in the party.
'At a certain point, people feel it if there is something wrong, even if they don t know exactly what it is,' Frulla noted, 'But he, poor St phane, doesn t feel it.' Too preoccupied with 'caring,' I guess.
The Liberal Party has historically enjoyed its best results electorally by campaigning from the left but governing from the centre-right - a cynical ploy that never really fooled many, but plays well to the Canadian penchant for paying lip-service to a 'socially progressive' line while acting conservatively.
Canadians are typically a lot more small-c conservative than they re inclined to admit, even (perhaps especially) to themselves, although political correctness tub-thumping by the lefty chattering classes tends to obscure this grassroots reality in public discourse.
Unfortunately, Dion evidently really believed the lefty boilerplate he spouted, and Canadians, down in their heart-of-hearts, found that a lot more 'scary' than Stephen Harper s alleged 'right-wing agenda.'
Before the Liberal Party is allowed to govern again, it needs to select a leader who will restore the party to its traditional, centrist ethos, and neither academic Michael Ignatieff nor especially NDP-retread Bob Rae is the guy for the job
