AMID SLIDING CRUDE PRICES, the government yesterday announced a package of fresh social programs to be funded by excess revenues from the value-added tax (VAT) on oil in a bid to provide relief to the poor and those affected by the armed conflict in Mindanao.
The initiatives, which will cost P4.5 billion and includes fresh subsidies, were announced after yesterday's Cabinet meeting in Malaca ang. They comprise the third batch of state spending to be funded by the so-called VAT windfall. The first and second packages were announced in June and July, respectively.
Placed under what is called the 'Katas ng VAT' (roughly, fruit of the VAT) program, the latest plan seeks to allocate funding for an agriculture initiative, feeding programs targetted at victims of the conflict in Mindanao, rehabilitation of conflict-affected areas, subsidies to small power users, support schemes aimed at businesses, and school building construction.

The cable tester is housed in a module which clips on the hand held universal Trend Multipro test platform. Users can reconfigure the Trend Multipro - modules are available to address other test applications including Triple Play, Gigabit Ethernet, VoIP, data, video and ADSL/VDSL.
Product Manager Alan Keene is very enthusiastic about the new Trend Multipro Copper which will complement the current 2.2 MHz Trend ALT2000. He said Trend has a long history of hand-held cable and telecommunications testers.
The new tester covers to the higher frequency of 30 MHz now required for the new VDSL2 standard. The Trend Multipro test platform provided an excellent basis for the tester since all the display and control software was already fully operational. We have extended the facilities to ensure it is easy to use and simple to interpret results and carry out limit checking.
Notes for editors Most broadband Internet connections rely on a pair of copper wires from the local exchange or street cabinet to the office or home. These wires were only intended to carry very low frequency voice traffic, not high speed data. To overcome the limitations of the wires broadband connections use a technology called DSL (Digital Subscriber Line). DSL employs Discrete Multi-tone Modulation (DMT) which uses many sub-carriers over a wide frequency range each carrying a part of the overall digital traffic. To carry DSL the copper wires must pass these high frequency tones without interference or degradation.
The Trend Multipro Copper measures key parameters of the wires including the electrical properties, noise and crosstalk, frequency response, interference and attenuation (loss)
