Hong Kong's Hang Seng index recovered from Wednesday's 8% plunge, gaining 2.8% in Thursday afternoon trading. The Taipei Weighted was down 1.5%.
In Indonesia, trading on the Jakarta Stock Exchange was canceled Thursday after the benchmark JSX index sank 10.4% Wednesday before trading was suspended by late morning. Authorities ordered the market to stay closed, possibly through Friday, following a late night Cabinet meeting.
Russia's battered stock markets rebounded Thursday after financial regulators reversed a decision to close them, so vigorously that one exchange had to be temporarily closed.
The index of leading stocks on the MICEX exchange, where most of Russia's trading takes place, gained nearly 16% before halting trading around midday, the second time in less than three hours of action that it suspended activity.
European markets also showed mixed results Thursday, ranging from Sweden's OSMX All Share down 6.37% to Germany's TECDAX up 1.6%
The current SGA has been in office since April, approximately half a year. Yes, theyre not around during the summer, and yes as the executive branch explained they dont know exactly how much moneys in the bank until they crunch the numbers a month into the semester, which in this case happened on Monday. But in a comparatively small bureaucracy, it shouldnt be difficult to spot a $43,000 aberration.
What likely happened is: The money was spent productively at some point but not properly accounted for. Yet as it is, no one knows exactly where or how the funds were spent. The explanation offered by this years cabinet was that there was poor communication between last administrations Vice President for Finance Brandon OHara and last years legislature.
For context, $43,000 represents more than half of the $72,000 that SGA thought they had available for contingency funding (namely supplemental funding for larger student group projects and independent SGA initiatives). Student group budgets arent affected, but expect to see a sharp decrease in the amount of money SGA dispenses to them on top of their allotted funds.
It is disappointing that the SGA had to withdraw money from the Fee Interest Account for this purpose even more so because this is the second straight year that overspending has led SGA to dip into FIC for a bailout. That account exists in order to fund major projects that will leave a lasting impact on the University and yield long-term benefits for the student body. Sure, the maneuver is necessary in light of the shortage in the contingency account, which must always have a minimum of $50,000, but it is unfortunate that the rescue comes at the expense of potential long-term projects.
Soon, we hope, we will learn what happened with the money, and hopefully the SGA will learn what needs to change, both immediately and down the road
